Hi, my father is 85 and has been admitted today at his hometown. I am not with him but I am told that he has urinary infection and PSA reading is 8+

He was operated for prostate 4 years ago. Before he was operated, his PSA was 0.89

I am wondering how is the reading now 8+, since they might have removed the prostate during the surgery

It depends on what they actually did at that operation. If he had his prostate removed, the new PSA means that the cancer came back at some point since his operation. Hopefully the hospital will be able to suggest a new treatment for him. If he only had a TURP (an operation where they take out the centre of the prostate like an apple corer) then it suggests that he might need to have the full operation now or perhaps another treatment like radiotherapy. If he was never actually diagnosed with prostate cancer, he may just have an infection.
