Hi,

What was your previous psa. Is it rising fast or slow.  They usually offer Radiotherapy if it has 3 consecutive rises above 0.1 or is above 0.2.  Depending on your history if it was rising faster I think I'd be asking for another psa test in the not too distant future and be asking to be referred to an Oncologist to be on top of future treatment plans.

Have you already been referred to an oncologist and s/he has suggested salvage radiotherapy? If so, you are not forced to have it but you are taking away your opportunity of remission; it means that your cancer will have to be controlled by hormones in the future, but couldn't be cured.
