You have nothing to worry about (or at least no more than any many who has had cancer, and has had successful curative treatment).
Your PSA is not high for someone who has a prostate. If your PSA is under 2.0 do not bat an eyelid.
Is this a PSA bounce? Possibly, it is within the time frame of about 18 months, it is not very high I believe PSA bounces are usually a lot higher than this, but maybe the bounce was a few months ago, and it was higher than this then, and you have just caught it on the way down, or it is just starting and you have caught it on the way up and next PSA test will be higher and then it will come down.
Of course there is a possibility you still have cancer, hence my earlier parenthetic comment about any man having had cancer having something to worry about. The thing to know is that this PSA result provides no evidence that you have cancer.

A change of 1 in the least significant digit is of no significance unless it's part of a long term trend.
Your PSA might have gone from 0.9999 to 1.0000, except the tests are not that accurate.
By the way, if you still have a prostate, you expect your PSA to go up when you come off hormone therapy and your Testosterone returns.
