I would start by going to GP to get a urine test to check for a UTI. They will normally do this same day.
GP will probably refer on the urgent cancer pathway because blood in urine can be cancer and that needs to be ruled out. In your case, it's more likely to be radiation cystitis (radiation burn), but they will still check for bladder and kidney cancer. Radiotherapy can cause the formation of fine fragile blood vessels during the healing process, which are liable to break.
Just over 4 years after RT, I started passing blood. It has happened occasionally for a few days each time, starting next time I pee'd after sex. More specifically, in my case the blood was actually just after I pee'd and not in the bulk of the urine. This indicated it's coming from the prostate. (Same if it's only when you start peeing, but not in the bulk of the urine.) Once they'd checked my bladder and kidneys were OK, panic over. They didn't care about a bleeding prostate after radiotherapy, given my PSA is still looking good. (I can't think there's anything much they could do about it anyway.)
You can also get radiation cystitis in the bladder, and/or in the urethra. It can also happen in the rectum, but that's called radiation proctitis.
