I did not know that Sidenafil (Viagra) has a chewable version. If I had to guess at why one version was preferred to another, I would think that cost comes into it.
I was prescribed 5mg Cialis, aka Tadalafil, on a daily bias to promote circulation. It works, and I have wonderful nails to prove it. The intended benefits have become apparent as the months have passed. I was also prescribed Viagra, aka Sildenafil, that too ha sourced for me when I need it. Did not work too well early on, but I think I was trying for too much too soon?
My GP was always very supportive to me. I wrote him a letter asking for both meds and a pump explaining the potential benefits to me of each item requested, and that these had been referred to me by my surgeon to ask for. I was also able to point out that my surgeon had managed nerve sparing or saving on both sides and, as he had done all he could, and I was doing all I could with exercise and manipulation etc, I hoped that he, my GP, would do all he could to help facilitate my EF recovery?
It is all free once you have the medical card, and all prescriptions are free for 5 years. Can not remember if the 5 years starts at date of diagnosis, or after operation, sorry.
I would persevere in writing. But do n to worry 3 weeks without anything will not affect long term recovery I was told that my nearly 3 months before I learned about the meds and kit before I applied would not hinder my recovery.

OOPs edited to add, I suppose they can refuse as it is their budget, but if you make a good business based and medical need based case for kit or meds then they will have to be very brave to refuse you.
